The European Union has set an ambitious goal of achieving zero water pollution by 2030. In pursuit
of this, a recent audit by the European Court of Auditors assessed the effectiveness of EU actions
aimed at tackling seawater pollution originating from ships. The findings indicate that while EU
regulations have led to improvements, weaknesses in their implementation and a lack of sufficient
data to accurately measure results persist.

The audit highlighted that despite the European Maritime Safety Agency (EMSA) developing valuable
tools to aid in this effort, Member States are not utilizing them to their full potential. Furthermore,
many Member States are failing to meet mandatory targets for inspecting ships, a crucial step in
preventing pollution. The audit also noted a lack of comprehensive oversight regarding the
outcomes of EU-funded projects in this area and the potential for scaling up successful initiatives.
Alarmingly, the current monitoring of ship-source pollution was deemed inadequate.

The audit report also included concerning data on the estimated frequency of oil spills, highlighting
that while major spills (over 700 tonnes) occur approximately 2-5 times per year, medium spills (7-
700 tonnes) happen around 25-40 times annually. Minor spills (under 7 tonnes) are even more
frequent, occurring hundreds of times each year, often going unreported. These estimates are based
on historical data from organizations such as the International Tanker Owners Pollution Federation
(ITOPF) and EMSA.

The importance of a healthy marine ecosystem cannot be overstated. It is vital for maintaining
biodiversity, supporting crucial fish stocks, and playing a significant role in absorbing CO2 emissions.
Pollution at sea, stemming from human activities, remains a major threat to the marine waters of
the European Union. The EU’s 8th Environmental Action Programme, which came into effect in
2022, underscores the urgency of achieving its zero-pollution ambition for water within the next
decade.

In parallel news, Finnish startup OliOil Ltd has announced a significant step forward in its mission to

The investment from Unity Management Group Oy will support OliOil Ltd's expansion plans and
drive innovation within the maritime sector, contributing to the development of a Proof of Concept
