Les amendements de 1992 ont rendu obligatoire la double coque pour les nouveaux p\u00e9troliers et ont introduit un calendrier progressif pour \u00e9quiper les p\u00e9troliers existants de doubles coques, qui a \u00e9t\u00e9 r\u00e9vis\u00e9 en 2001 et 2003.<\/p>\n<p>L'introduction des doubles coques a consid\u00e9rablement r\u00e9duit les d\u00e9versements massifs de p\u00e9trole provenant des p\u00e9troliers par rapport aux d\u00e9cennies pr\u00e9c\u00e9dentes. N\u00e9anmoins, l'ann\u00e9e derni\u00e8re, le volume total de p\u00e9trole perdu dans l'environnement \u00e0 cause des d\u00e9versements de p\u00e9troliers s'\u00e9levait \u00e0 environ 10 000 tonnes \u00e0 l'\u00e9chelle mondiale, selon l'International Tanker Owners Pollution Federation Limited (ITOPF). <b>Dr Philippe Metzger<\/b> dit que la situation doit changer.<\/p>\n<p>\u201c Il est clair que MARPOL a besoin d'\u00eatre mis \u00e0 jour. Il faut un nouvel amendement, qui rendrait obligatoire pour les p\u00e9troliers et les vraquiers la possession d'un syst\u00e8me automatis\u00e9 de lutte contre les d\u00e9versements d'hydrocarbures \u00e0 bord \u201d, d\u00e9clare Metzger.<\/p>\n<p>C'est donc l'un de ses objectifs en tant que nouveau directeur d'OliOil Ltd, une soci\u00e9t\u00e9 de d\u00e9marrage \u00e0 r\u00e9ponse rapide pour la technologie bleue d\u00e9veloppant un syst\u00e8me de r\u00e9ponse instantan\u00e9e aux mar\u00e9es noires.<\/p>\n<p><b>Pour l'avenir de l'humanit\u00e9<\/b><\/p>\n<p>Une exp\u00e9rience personnelle a fa\u00e7onn\u00e9 la pens\u00e9e du Dr Metzger concernant la conservation de l'environnement maritime. En mars 1978, il avait 20 ans et se pr\u00e9parait \u00e0 un examen d'entr\u00e9e \u00e0 l'\u00c9cole navale en France. Un matin, il s'est r\u00e9veill\u00e9 avec une odeur de p\u00e9trole r\u00e9pugnante. Au d\u00e9but, il a pens\u00e9 que le syst\u00e8me de chauffage de la maison \u00e9tait tomb\u00e9 en panne, mais il a vite r\u00e9alis\u00e9 qu'il \u00e9tait impossible d'\u00e9viter cette puanteur \u00e9crasante dans la ville c\u00f4ti\u00e8re de Brest, dans l'ouest de la France. Il a appris qu'il s'agissait du p\u00e9trolier Amoco Cadiz, qui s'\u00e9tait \u00e9chou\u00e9 au large des c\u00f4tes bretonnes, de l'autre c\u00f4t\u00e9 de la p\u00e9ninsule.<\/p>\n<p>\u201c Penser que cette puanteur venait de la mer et traversait la terre \u201d, se souvient-il.<\/p>\n<p>L'Amoco Cadiz est devenu l'une des plus grandes mar\u00e9es noires de l'histoire. Le p\u00e9trolier a d\u00e9vers\u00e9 quelque 68,7 millions de gallons d'ordures couvrant une superficie de 29 x 129 kilom\u00e8tres, endommageant gravement l'environnement maritime et les moyens de subsistance des populations locales. Apr\u00e8s de longs proc\u00e8s, Amoco Oil Corporation a accept\u00e9 en 1992 de payer 230 millions de dollars d'amendes, soit plus d'un demi-milliard de dollars en valeur actuelle.<\/p>\n<p>\u201c Cette exp\u00e9rience est l'une des raisons pour lesquelles j'investis mon temps dans OliOil. L'industrie maritime doit disposer de meilleurs moyens pour s\u00e9curiser l'environnement dans lequel nous op\u00e9rons. L'avenir de la mer est l'avenir de l'humanit\u00e9 \u201d, dit-il.<\/p>\n<p>Le Dr Metzger sera bas\u00e9 \u00e0 Paris. Les espaces maritimes de la France, d'une superficie totale d'environ 10,7 millions de km\u00b2, repr\u00e9sentent le deuxi\u00e8me espace maritime mondial apr\u00e8s celui des \u00c9tats-Unis en raison de ses d\u00e9partements et r\u00e9gions d'outre-mer. La France a pris des mesures importantes en faveur d'une navigation durable. Le programme France 2030 lanc\u00e9 en 2021 est un plan d'investissement de 54 milliards d'euros destin\u00e9 \u00e0 permettre \u00e0 la France de rattraper ses concurrents industriels, \u00e0 r\u00e9aliser des investissements massifs dans les nouvelles technologies et \u00e0 financer la transition \u00e9cologique. Strat\u00e9gie de d\u00e9carbonation, \u201c France-Mer 2030 \u201d, soutenue par un investissement public substantiel de 300 millions d'euros.<\/p>\n<p><b>Longue exp\u00e9rience dans les affaires maritimes<\/b><\/p>\n<p>Le Dr Philippe Metzger a une longue carri\u00e8re d'officier dans la Marine nationale fran\u00e7aise. Il est capitaine de fr\u00e9gate dans la r\u00e9serve. Il \u00e9tait responsable des questions d'\u00e9conomie maritime et de relations internationales li\u00e9es au droit maritime, \u00e0 la piraterie, aux trafics, au sauvetage, \u00e0 la pollution, \u00e0 la s\u00e9curit\u00e9 maritime, etc. Il a eu des missions en Libye, Tunisie, Azerba\u00efdjan, Cameroun, Ouganda, Canada et Pays-Bas.<\/p>\n<p>Avant d'occuper le poste de Directeur G\u00e9n\u00e9ral en France pour OliOil, il a travaill\u00e9 sur les questions \u00e9conomiques maritimes au sein d'un d\u00e9partement du Premier Ministre de France, servant d'interm\u00e9diaire entre les acteurs \u00e9conomiques fran\u00e7ais du secteur maritime et les pouvoirs publics. Il a \u00e9galement travaill\u00e9 comme consultant sur les questions maritimes.<\/p>\n<p>\u201c J\u2019ai de l\u2019eau sal\u00e9e qui coule dans mes veines. Vous savez, j\u2019ai travaill\u00e9 \u00e0 bord d\u2019une fr\u00e9gate de 150 m\u00e8tres de long. Sur la passerelle, je sentais le m\u00e9tal vibrer sous mes pieds quand nous avancions. Le navire \u00e9tait une extension de moi-m\u00eame \u201d, dit-il en souriant.<\/p>\n<p><b>Pollution par d\u00e9versement d'hydrocarbures en milieu maritime<\/b><\/p>\n<p>L'UE vise \u00e0 atteindre un niveau de pollution de l'eau z\u00e9ro d'ici 2030. L'analyse d'impact de 2023 de la Commission sur la modification de la directive relative \u00e0 la pollution par les navires a indiqu\u00e9 que, bien que les accidents maritimes constituent une source majeure de pollution par les navires, la majorit\u00e9 de la pollution par les hydrocarbures provenait de rejets d\u00e9lib\u00e9r\u00e9s, tels que les op\u00e9rations de nettoyage des r\u00e9servoirs et les rejets de d\u00e9chets. L'analyse d'impact a \u00e9galement mis en \u00e9vidence d'importantes lacunes dans les informations sur la pollution par les hydrocarbures provenant des navires dans toute l'UE.<\/p>\n<p>En Europe, on observe un nombre plus \u00e9lev\u00e9 de d\u00e9tections de d\u00e9versements potentiels d&#x27;hydrocarbures en mer du Nord et en mer M\u00e9diterran\u00e9e par rapport \u00e0 d&#x27;autres zones, en raison d&#x27;un trafic intense qui accro\u00eet le risque de rejets ill\u00e9gaux et d&#x27;accidents. Selon le Rapport environnemental sur le transport maritime europ\u00e9en 2025, en 2023, le nombre moyen de d\u00e9tections d&#x27;incidents de pollution potentiels a augment\u00e9 de plus de 581 % par rapport \u00e0 2022.
